there are a number of us who feel that in general WGs should last no longer than 2-3 years. by that amount of time, most WGs tend to get ossified, and the chance that they will produce anything useful and relevant quickly tends to zero. replacing the chair doesn't solve the problem because the whole WG has been headed in the weeds for so long that it's hopelessly lost, the WG members are tired, and even a new chair isn't likely to convince the WG that it needs to start over with a different set of assumptions. and even though a mercy killing might be best for everyone, often it's politically infeasible for IESG folks to kill such groups. so if we're going to have term limits, perhaps we should have them for entire WGs, rather than just for the chairs. problem is, there are a very few groups that do continue to function usefully after this amount of time, and we'd need a way to preserve them.
