i think the document as it stands is fine.  documents which try to
enumerate all the things they do not say are silly.

and a nomcom may feel that the length of time an incumbent has served
is part of what should be considered when deciding what is 'superior'.
unnecessary explicit words could be used against such a position in
nomcom internal discussion.
