You can read her argument in favor of this below. i would not add unnecessary mechanism. the confirming body may change their mind six months later when it is time to fill a vacancy. heck, they may change their mind after they see the only other choices who were willing to run. if it gets to deadlock games, the problems are far deeper than will be solved by complex words. imiho, just make it clear that the confirming body can say 'no' at the per- candidate granularity. randy
