jim - i disagree. publishing a list introduces a lot of problems, like when to publish it, how often, whether the candidates will consent to having their names published, etc.

in other words publishing a list, turns it into an election, and before you know it, we'll start having political parties offering candidates for each open slot. i'll pass on that particular hell, thank you very much.

oh, and there is the little problem of this change not actually solving any actual problem...
