PROPOSED GUIDELINE: balance

I've already suggested some guideline text on turnover vs. continuity.

I think we need something similar on balance.

  The nominating committee is called upon to consider the general balance of the
  membership of the IAB and IESG. Factors to be considered include technical skills
  and areas of specialisation, and managerial and organisational skills. In the case
  of the IAB in particular, with its external liaison role, the international 
  distribution of its membership should also be considered.

I think the reasons for this are obvious, and we've occasionally had NomComs
that overlooked the international question.
