And at that point the Nomcom loses any ability to arm twist to ensure that they really have managed to find the best individuals available. Maybe there's a view that this is not necessarily a bad thing, but experience has indicated that Nomcoms do tend to work up to the wire in attempting to convince suitably qualified folk that they should be considered. A cut off date for nominations tends to dilute the Nomcom's brief to find the best person for each role from the entire IETF community to a more qualified task of selecting the best person from a fixed set of names. I'm not sure how this would result in a better outcome for the IETF.
(unless of course one were to abuse this by putting _everyone_ on the initial list by the cutoff date, in which case the entire exercise of a list of nominees list and the cutoff date for inclusion in this list becomes a somewhat pointless exercise)
