Brian,

If the need arises from our controlling authority (DARPA) roots, then it is
sufficient to simply have a reasonable number of people from outside North
America [1] on board.

If the need arises from our experiences, interests, and abilities, then
we don't appear to have significantly expanded these simply by adding any
number of people from outside North America, we have to be more specific.
