Yes, but who will the nomcom ask?  Probably the the IAB, the IESG, or
the ISOC BoT.  While I have a lot of respect for folks who serve on
that capacity, I think I'd be a little happier of the criteria came
from a broader range of IETF members, via some kind of open process.
