The question won't exist.  An international perspective is one of the
attributes you should measure in choosing someone for the IAB, because
the only way you measure it usefully is in how it is reflected in
technical issues such as the astounding character set complexities.
Thus it gets included in technical competence -- as relevant to IAB-type
issues.
