If a candidate for IAB is "brilliant in routing, but clueless about anything but English", and another candidate is "average in routing, but knows a LOT about how non-US people interact with computers", I don't think it's obvious that one is the "superior" candidate.

If the nomcom thinks that being non-North American is important, then being non-North American will make that candidate superior, all other things being equal.

No contradiction, but not much help either :-)
