Subject: Re: WG Review: Operation of the IESG/IAB Nominating and Recall Committees (nomcom)
Clearly this is one of the problems with the complexity of the IETF's process. A BoF should be available as an option ANYTIME before the IESG votes to establish a charter or not for a WG. Further a BoF is also a viable method os sending a message to the IESG as well and so should probably be allowed any ANYTIME there is no operating group to absorb ownership of a particular project.
