Indeed. As Dave seems unwilling to accept, the confirming bodies take their
responsibility very seriously, cannot reach their conclusions in a day or two,
and have more than once been inhibited from exercising their power by simple
shortage of time and consequent concern about causing a meltdown.

Exactly. Negotiation takes time. Three more weeks, in my estimation, would
allow this.
