The confirming body probably can't.  It may, however, feel that it
must try, if the available alternatives to doing so look bad enough.

Why do people build security systems that require proof of consent of
more than one party to perform some action?

In this case each of the parties is a committee rather than a single
individual, but the principle is the same.
