Absolutely. In fact, I took over as IAB Chair from Christian Huitema
during the Second IETF in 1995 and that was much better than doing it
at the "normal" time. There's nothing in the current rules to prevent
this, in fact, if 
  a) the previous Chair is a continuing IAB member
  b) the IAB agrees to re-appoint him/her
  c) he/she then resigns as Chair during the Second IETF

It would be very hard to mandate; we have running code proof that it can
be done if the departing Chair, the incoming Chair, and the IAB agree.
