I think you misunderstood that particular point.   It isn't that the
nomcom would suddenly start leaking (a lot more) but that there would
quite possibly be a lot of feedback provided to the community, rather
than just to the nomcom.   That is, messages of the form "X is hopeless,
made a mess of the zzz WG when chair, ..." sent to the ietf list (and
possibly additionally the nomcom list).   Which would then elicit a
response from someone who was very happy with the zzz WG ...
