Is the IETF subject to the union of the laws from all the countries that have participants in our activities?

If the answer is no -- as I suspect it is -- then we need to know what kind of effect our rules have on people from countries that have rules in conflict with ours.

If the answer is yes, we need to know how to reconcile rules from different countries that conflict with each other.
