This occurred to me a few days ago. I think the answer is that publication 
would have to be written up as a condition of *accepting* nomination, and 
that eliminates the option of publishing the list before acceptance.

Some participants are subject to every one of those laws.

You can't, in the general case. But for privacy laws, the only safe choice is
to apply the strictest law.
