I have always found it odd that in an organization that does not
require meeting attendance and makes no formal decisions at meetings
requires one to attend meetings to be eligible to choose the
leadership of the body.

1. If you have a better criterion that is equally practical to apply, feel free to suggest it.

2. Although participation in the IETF does not require showing up at the meetings, any practical consideration of the job requirements will show that leadership of the IETF does. So it helps to have some idea of what those meetings are about. You can't have that idea concretely unless you go to the meetings yourself.
