Brian and all,

  "Selection" processes such as this one should be random so as to avoid

such a problem and to keep fresh blood in the organization.  But of
course
there are now as there has been for a number of years an aversion to
that.  Hence, some other skewed and shall we say, less than optimum
method may be sought.  However the result will likely be similar...
