Let the market place decide that. The main thing the United States Government
needs to do is to make sure the rest of the world is PAYING to participate in
U.S. Government controlled cyberspace. People want to participate, and pay
nothing for the infrastructure.

You are looking at a potential $6 billion dollar per year revenue generator for
the U.S. Government (via its patsy contractors of course)...
