at the time of the last discussion, I thought the Right Solution might be 
to depend on people's honor in an "unbalanced" situation, and that one of 
the randomly picked members should choose to resign; the role of the 
process would be to have a process by which to supply a new member 
replacing him or her.

But a written rule might work better....
