It is actually necessary (or perhaps too obvious to need to be said?)

That is, the algorithm is supposed to be announced, the data upon which it
is based is public, so anyone can run the algorithm and validate the output.

Doing that, everyone can see that X should have been chosen, and wasn't.

Then, you can either read that as "obvious, just look at the affiliations,
and you'll see why", or as needing a statement "X was skipped because...".
