There is a separate discussion worth having, about the role of non-voting members. The danger on relying on them for fundamental aspects of the process is that it effectively put them in charge of that process and the result. That's not the way the system was intended to operate, nor do I think it should be. The non-voting participants are incredibly valuable. My feeling is that they are sometimes TOO valuable. I tend to think that a liaison should be a consultant and should liaise, but that they should not be primary participants in the process. Voting members are supposed to make the decisions.
