This seems to me to be more of a circular argument in your particular case or instance. Listing both would be fine, but not listing both as you primary affiliation... This was my answer and point to your original consideration... I think, and perhaps I am incorrect, that you are concerned about COI in your particular instance/case so you would therefore choose to list both.
