I also favor the 3 out of 5 rule. As the IETF grows larger and more diffuse, the socialization and learning time it takes for attendees to absorb the Tao of the IETF, on the average, grows. I believe a 3 out of 5 rules is needed to merely assure the same level of nomcom committee member we had 9 years ago with a 2 out of 3 rule then.
