I would argue one year was the original intent of the wording; it was
just perhaps a bit too clumsy.  How about the following rewording,
which I believe is clearer and conforms with the original intent?

	Nominating committee members are not eligible to be considered
	for filling any open position by the nominating committee on
	which they serve.  They shall remain ineligible even if they
	are resign or are removed from the nominating committee.
