a tweak on this happend this year (and once before) where 
someone with ayear left in their term moved from the IAB to the IESG

if the nomcom followed the above they would have not filled the 
rest of the IAB term but instead would have waited and used the
mid-term vacancy process for the IAB slot. (or am I misreading 
what Leslie is saying?)
