Nit: All versions of the nomcom documents say that the Nomcom is notified by the IETF Executive Director, not the IETF Chair. (the position "IESG Chair" does not exist - the IETF Chair chairs the IESG).
It's always been presumed that the ExDir was instructed by the IESG and IAB through mechanisms not documented in the Nomcom documents.
