Yes, but only for new things - we never expect something that is already
in progress to suddenly adopt the new procedures.
We don't for protocols, and shouldn't for procedures - in both cases, except
where there is something that explicitly says what should happen.
The best thing to do here is simply for the existing nomcom to agree to follow
the new doc as much as it can.
