to give 3 examples:

- the NOTE WELL review would logically belong on this list.
- the discussion on list moderation would logically belong on this list
- the discussion on the IETF Code of Conduct would NOT belong on this list, 
since it was taken up as a POISSON work item.

It is a public forum, where issues may be discussed.
