RE: OTP, OECD and tax collection

IOTP is defining a protocol and not a software implementation. This means
that this discussion should focus on the topic which fields in a message
are needed to transfer the information concerning location of the consumer
etc. from point A to point B. It is the task of the software at point B to
collect the taxes, but this is outside the scope of IOTP.
