Hi,

These -05 version differ from the previous -04 version
only in having the References divided into Normative
and Informative, as is now required. Since this is well
past the end of the WG Last Call and there have been no
objections, I have forwarded them to the IESG with 
working group consensus for IESG approval. (-lang-05
for Proposed Standard and -vtsapi-05 for Informational)
