I think "advanced notice" should consist of:

  -- a document describing the proposed change.  Internet Draft styling 
would be my
     suggested format.
  -- a proposed deployment time frame, NOT to be implemented until the 
community has
     offered feedback
  -- a second notice, documenting Verisign's perceived input from the 
community, and including
     a firm proposed deployment schedule

(all of this plus or minus reasonable technical and scheduling issues and 
delays, of course.)
