In which forums to you believe we should send the notice? Throwing out a proposed list:

  IETF Main discussion list
  NANOG
  RIPE
  APNIC
  LACNIC

In my opinion, you should go to the standards body relevant to the standard you are impacting. In other words, the IETF. Also, note, all those other choices already
keep track of the IETF, one way or another.

As an outsider who's been interacting with Verisign for about 10 years, one would innocently expect Phil Hallam-Baker or Warwick Ford or one of the other Verisign
regulars to have brought this up.
