so,
	based on my understadning of yesterdays secsac mtg, it seems that
	there is the intention of "re-activatiing" the service at some
	point in the future.  what would be helpful to me is a clearly 
	enunciated statement of the proposed service offering and the
	delivery methods. 

	on delivery:
		wildcard entries come in a couple flavors.
		using wildards for TXT and MX are fairly benign.
		using a wildcard A record implies services will
		be offered.  
	
		then there is the downside - some number of applications
		and business have come to depend on getting back RCODE 3
		when queries for unregistered domains are made (and this
		includes all encoding forms, e.g. IDN)
	
	on service:
		what will be offered and why?
		what will not be offered and why?
