3.      This has been addressed before, but, if the goal is to create a better
       result for web browser users that are hitting non-existant sites, that
       functionality can be added to the browser.  This is not the answer
       Verisign wants to hear, but, it is a valid solution to the stated problem.

       If the problem is "How does Verisign extract even more money out of
       their position as registry?", then the answer is "Renegotiate the contract
       with ICANN to change the fee structure."

       If the problem is otherwise, then we need Verisign to restate the actual
       problem that they are trying to solve and be honest about it this time.
