To most people, nothing obviously changed.  They used to go to search 
engine when they typed a bad domain, and they still do.  Someone just 
updated the search engine.  The fact that they started getting more 
spam, or that error messages in other software became more obscure, 
is not something they would associate with that change.

I'm not sure which upsets me more: that people are so unwilling to accept
responsibility for their own actions, or that they are so eager to regulate
